New entrant safety audit document submission — what to send, in what order

The completions for "new entrant safety audit document submission" and "new entrant safety audit upload" are carriers in the middle of it: an auditor has asked for records, the deadline is printed in the letter, and the question is what a complete answer looks like. It looks like this.

Send what was asked, in the auditor's order

The audit samples five areas (§385.311). Organize the submission the way the auditor reads it:

Three submission mistakes that hurt

Sending everything. A dump of unsorted records makes the auditor dig — and digging finds things. Send the sample asked for, complete and ordered.

Backdating. Reconstructed records must be honest records: an annual review note written today says today. Auditors read metadata and ink; a fabricated date converts a fixable finding into a fraud problem.

Silence on a gap. If an item does not exist, the cover checklist says so, and your corrective work starts the same day — the CAP, if it comes to that, begins from exactly that honesty.

Naming, format, and your own copy

Small mechanics that save real pain. Name files so a stranger can sort them: driver name first, then the document ("Souza-Ana — road test certificate"). Scan straight and complete — a certificate cut off at the edge reads as a certificate you do not have. Send records for exactly the drivers and the period the letter names; extra months invite extra questions. And keep a copy of the submission as sent — the same files, the same order, the date you sent them. If a finding later turns on what the auditor was shown, your copy is the whole argument. Carriers who assemble the package at the deadline discover their gaps in front of the auditor; carriers who keep the file in this shape — and rehearse against it before the letter comes — discover them at their own desk instead, which is the entire point of keeping it.

The boring advantage

Carriers who keep the file all year send in hours. The audit packet export builds this exact package — cover checklist first, files in the auditor's order, missing printed as missing, indexed to the rules — from a vault that was already in that shape before the letter came.

Questions, answered

How are documents submitted — mail or upload?

Most new entrant audits are handled electronically: the auditor tells you the channel in the request letter. Follow the letter exactly; the format (clear scans, one driver per file, named plainly) matters more than the medium.

How long do I get to submit?

The letter states it. Treat the date as hard: an incomplete submission on time beats a complete one late, because late reads as missing.

What if a sampled driver no longer works for me?

His file is still yours to produce — the DQ file is kept 3 years after a driver leaves (§391.51(c)). Retention rules exist for exactly this moment.
